Benjamin Satzger 8fe0ec35ec Migration: Automated management inference_router_target ...

This migration introduces three new columns to the
inference_router_target table to support automated management
of inference targets:
* type: Indicates the type of target. Supported values currently include
"manual" and "runpod".
* config: Stores the configuration used to provision the external target
resource.
* state: Represents the current state of the external target resource.
