Jeremy Evans af90e7dddf Drop support for accepting location uuids as parameters ...

All code now uses ubids instead of uuids for location parameters.

Drop the uuid typecast_params type, since it is no longer used,
and shouldn't be used in the future, since the public interface
should always use ubids.
