Benjamin Satzger ec13940db7 Create 'hetzner-ai' location ...

We need a way to dedicate hosts specifically for AI inferencing. To
achieve this on Hetzner, a new `hetzner-ai` location is created. This
ensures that hosts can be reserved exclusively for AI tasks, preventing
any regular VMs or GitHub runners from being allocated to these hosts.
