Enes Cakir ef6fd7d71e Remove the location field from the runner label configs ...

In the initial design, we planned to create a separate label for each
location, but we decided against it. Our codebase expects the runner to
have the location set as "github-runners" in multiple places. Therefore,
the location field is redundant and makes the config file cluttered.
