Benjamin Satzger eac30f92b4 Prevent allocation of non-GPU VMs on GPU hosts ...

Previously, allocating non-GPU VMs on GPU-equipped hosts was
discouraged but still possible. With this change, such allocations are
now disallowed. The only exception is when a host is explicitly
selected using a host filter override.
