Enes Cakir 1b63e2b8bc Add github cache entry migration ...

We introduced `github_cache_entry` table to track cache entries for
"ubicloud/cache" package. Additionally, we added blob storage
credentials to the `github_repository` table because we create a new
bucket for each repository. The subsequent PRs provide a detailed
explanation of these changes.
