mohi-kalantari 96b4654168 Assign a random ULA range to kubernetes cluster services 
A new random range with a /108 prefix is assigned to each cluster,
which will be used as the services' IPv6 CIDR inside the cluster.

A unique and random range is used per cluster, generated in accordance
with the ULA RFC.
