Benjamin Satzger e49d979c30 Reapply "Increase nap time from 0 to 1 in donate" ...

This reverts commit 846ba9d4d2.

We saw an increase in VM provisioning times after deploying
* bad2fa9 Increase nap time from 0 to 1 in donate
so we reverted that commit as a potential root cause in
* 846ba9d Revert "Increase nap time from 0 to 1 in donate".
Investigations showed that that change was not causing the
increase in provisioning times, which is why it is reapplied.
