Jeremy Evans 0aa35cb929 Add inference api key support to the ruby sdk
Inference api keys are substantially different from other objects
supported by the sdk, because they do not have names or locations.

Minimal specs in this commit, the following commit that adds
support to the CLI contains covering specs.
