Benjamin Satzger 691b0a8ac6 Enable programmatic creation of GPU-enabled VMs 
Allows VMs with GPUs to be created programmatically when the `gpu_vm`
feature flag is enabled. The corresponding UI support will be
implemented in a subsequent PR.
