Maciek Sarnowicz fe78bbf215 Disable burstable in some regions ...

Right now we only have servers for Burstable family enabled in Germany. Removing the billing records for the other regions for now. This will disable Burstables for those regions in UI.

When servers are added, this commit can be reverted.
