Jeremy Evans b66f67292c Use ubids instead of uuids on the resource creation forms 
I think this exclusively affects locations, even though the
change is a general change to the handling of all Sequel::Model
instances in the resource creation form.

Add Location::*_UBID constants as ubid versions of the
Location::*_ID, and use those in the specs.
