Burak Velioglu e4f17b4354 Wait for R2 token to be propagated ...

To access a bucket for a repository, we are creating access token.
When it is first created, it takes time to propagate. Sleeping up to
3 seconds with 1 second interval to allow tokens to propagate. 3 seconds
is selected randomly. according to the logs and issues we might
increase it.
